“Get as many leads as possible under x CPA” was the gist of it. So I did. Paid brought in about 40% of the leads with an ~80k/ month budget. For Google Ads, I was able to dismiss the marketing agency while hitting a lower CPA.

It was nice to be thrown the keys to the digital ads budget.
